NEGLINKA FINANCE, on July 31, took part in the discussion of
the Russian Federation Chamber of Commerce and Industry Council on Financial, Industrial and Investment Policy on the topic “Public-Private Partnership in Industry: New Ways to Achieve Russia’s Technological Sovereignty.”
Vladimir Gamza, Chairman of the Russian Federation Chamber of Commerce and Industry Council on Financial, Industrial and Investment Policy, spoke about the importance of adopting a law on PPP in industry and noted that this would allow for more effective use of the potential of support measures for industry, including for the purpose of realizing the country’s technological sovereignty.
Victor Chudov, Head of the PPP Development Department of the Department of Financial, Banking and Investment Development of the Russian Federation Ministry of Economic Development, presented an overview of changes to the PPP legislation in terms of involving private industrial facilities in federal PPP projects.

Anna Baginskaya reported on the forms of financial support within the framework of the PPP mechanism in industry and noted the possibilities of providing a minimum guaranteed income for program participants.

Alexey Perepelkin emphasized the possibilities of leveling the risks of project payback within the framework of the implementation of PPP agreements, and also reported on the main risks for the implementation of such projects and issues requiring revision.
Deputy Director of the Department of Strategic Development and Corporate Policy of the Ministry of Industry and Trade of Russia
Sergey Kleimenov highlighted possible scenarios for revising the law and reported on the ministry's developments in this area.
